Quick Fix for Error Code 9C47 or Error Code 80246007 errors on Windows 7 Starter 32-bit
Really quickly here guys…I didn’t think this fix would work, but it did work so I’m providing it here for you to try if you’re having trouble installing the update “Internet Explorer 11 for Windows 7”
Steps
- Open up the link to update KB2729094: http://www.microsoft.com/en-gb/download/details.aspx?id=30521 (32-bit Win7) or http://www.microsoft.com/en-us/download/details.aspx?id=30566 (64-bit Win7)
- Install the update. (It will probably tell you that the update is already installed)
- Go to Windows Update and Retry the “Internet Explorer 11 for Windows 7” update.
- If that doesn’t work…
- Open up the log file: C:\Windows\IE11_main.log and scroll to the section relating to your last try installing IE11. You will see a line like this: KBxxxxxxx could not be download is not installed.
- Search MS downloads for that KB file and try installing it. Try to install IE11 right after that.
- If that still doesn’t work…
- Rename the SoftwareDistribution folder (google for instructions) and try again from #1
- Or…
- Goto MS downloads and get the entire IE11 download and install that.
- Or…
- Uninstall the KB that is being noted in the IE11_main.log file and then reinstall it and try again from #1

I’ve been stymied on this problem (IE11 installation on Win 7 system crashes every time) foe months now.
So help me, this worked for me. I did step 1. I did step 2 and got a message that the update was already installed. I did step 3, and Bingo!

Hello, unfortunately this did not work for our customers computers. The errorcode changed to 9C59 and the logfile states:
00:46.910: INFO: Launched package installation: C:\Windows\System32\dism.exe /online /add-package /packagepath:C:\Windows\TEMP\IE15D6B.tmp\IE11-neutral.Extracted.cab /quiet /norestart
01:12.556: INFO: Process exit code 0x00000002 (2) [The system cannot find the file specified. ]

It’s almost like it needed to authenticate something in order to allow IE11 to install.
One of our servers had this error. I was not confident it would work but it has! I did step 2 which said it was already installed and step 3 installed it.

I made it to step 12, and then it worked! Thank you. I should have thought of that.
In my case, this guide didn’t work. But it did give me an idea!
So I uninstalled the KB2729094 and after that it asked for reboot. I denied it and installed straight away the IE11 from downloaded file. It rebooted after IE11 installation and woila, all worked!
